1. The PHILIPPINE MERCHANT MARINE ACADEMY, through Fund 101 , FY 2021, intends to apply the sum of THIRTEEN MILLION ONE HUNDRED FIFTY NINE THOUSAND SIX HUNDRED FOUR PESOS (Php 13,159,604.00 , TOTAL AMOUNT for  LOT B (Meat)=Php 3,279,600.00;  LOT D (Dried and Fresh Fish) = Php 2,202,300.00; LOT E (Groceries) = Php 3,721,544.00; LOT F (Vegetables, Legumes and Desserts) Php 2,404,640.00; Lot G (Cold Cuts) Php 1,551,520.00) being the Approved Budget for the Contract (ABC) to payments under the contract for PROCUREMENT OF MESS FOODSTUFFS (15 February – 30 June, 2021). Bids received in excess of the ABC shall be automatically rejected at bid opening.
  1. The PMMA now invites bids for the Project “PROCUREMENT OF Mess Foodstuffs”. Delivery of Goods is required from 15 February to June 30, 2021 or 4.5 months.
  1. Bidders should have completed within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instruction to Bidders)..
  2. Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/ fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184
  1. Prospective bidders may obtain further information from PHILIPPINE MERCHANT MARINE ACADEMY and inspect the Bidding Documents at the address given below 8:00 a.m. to 5:00 p.m. (Mondays- Thursday) and 8a.m. to 3p.m. during Fridays.
  1. A complete set of Bidding Documents may be acquired by interested Bidders on January 9, 2021 from the PMMA Complex, Brgy. Natividad, San Narciso, Zambales and at PMMA website ( and upon payment of the applicable fee for the Bidding Documents, Pursuant to the latest Guidelines issued by the GPPB , in the amount of P5,000.00 per Lot. The Procuring Entity shall allow the bidder to present its proof of payment for the fees  in person or through electronic means. It may also be downloaded free of charge from the websites of the PhilGEPS and the PMMA, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 
  1. The PMMA will hold a Pre-Bid Conference on January 18, 2021 ,_10:00 A,M, at OOS Conference Room, PMMA Complex San Narciso, Zambales  which shall be open  to prospective bidders or via Google meet: .
  1. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before February 01, 2021, 10:00 A.M., Late bids

 shall not be accepted.

  1. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
  1. Bid opening shall be on February 01, 2021, 10:00 A.M., at the OOS Conference Rm., PMMA                 Complex,           San        Narciso               Zambales, and/or via Google                Meet: Bids will be opened in the presence of the bidder’s representatives who choose to attend the activity  and/or via  Google Meet.   
  1. The PMMA reserves the right to reject any and all bids, declare a failure of bidding, or not to award the contract at any time prior to contract award in accordance with Section 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
