ENHANCEMENT OF MARINE ENGINEERING
LABORATORIES OF PMMA

1. The PHILIPPINE MERCHANT MARINE ACADEMY, through Fund 164, FY 2022,
intends to apply the sum of TWENTY-FIVE MILLION PESOS (P25,000,000.00)
being the ABC to payment under the contract for the “ENHANCEMENT OF MARINE
ENGINEERING LABORATORIES OF PMMA” with Project ID No. PID No. 2022-
002. Bid received in excess of the ABC shall be automatically rejected at bid
opening.
2. The PMMA now invites bids for the above Procurement Project. Delivery of Goods
is required by 180 calendar days upon receipt of NTP. Bidders should have
completed within ten (10) years from the date of submission and receipt of bids, a
contract similar to the Project. The description of an eligible bidder is contained in
the Bidding Documents, particularly, in Section II (Instruction to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a
nondiscretionary “pass/ fail” criterion as specified in the 2016 revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is open to all interested bidders, whether local or foreign, subject to the
conditions for eligibility provided in the 2016 revised IRR of RA No. 9184.
4. Prospective bidders may obtain further information from PHILIPPINE
MERCHANT MARINE ACADEMY and inspect the Bidding Documents at the address
given below, 8:00 a.m. to 5:00 p.m. (Mondays- Thursday) and 8a.m. to 3p.m. during
Fridays.
5. A complete set of Bidding Documents may be acquired by interested Bidders on
February 8, 2021 from the given address and website below:

and upon payment of the applicable fee for the Bidding Documents, pursuant to the
latest Guidelines issued by the GPPB in the amount of Twenty-Five Thousand
pesos (P25,000.00). The Procuring Entity shall allow the bidder to present its
proof of payment for the fees in person or through electronic means. The PBD may
also be downloaded free of charge from the PMMA website, provided that Bidders
shall pay the applicable fee for the Bidding Documents not later than the submission
of their bids.
